RAAML — FMEA described is suitable for Functional FMEA only

The failure modes covered by this section are exclusively Functional failure modes, they are one of a number of taxonomies of functional failure and would not be suitable for component level FMEA, or FMEA integration to higher level items.
This should be acknowledged in the introduction to this section.

RAAML is not restricted to functional or component FMEAs only

The RAAML working group will elaborate in the specification text that RAAML supports both functional and component FMEA. The target of the RelevantTo relationship can be any element, the source needs to be connected to a situation.
