RAAML — Inappropriate location of 'Undeveloped' in general section

    'Undeveloped' seems to be defined for the exclusive use with the GSN profile, so it seems more appropriate to define it in 9.6.1.
    There are also some typographical corrections that should be considered ...express the fact that the goal or strategy is not fully developer... should be replaced with ...express the fact that support for the goal or strategy is not fully developed...
