OARIS — Receive Error for Manage Subsystem Parameters

Interface Manage_Subsystem_Parameters_CMS contains method receive_error. The method in the common_use_case_interface should be used

Use common use case interface receive error in Manage Subsystem Parameters

The operation receive_error should be removed from interface Manage_Subsystem_Parameters_CMS. In the use cases sequence diagrams the receive error messages should be mapped to the operation from the common_use_case_interface (This has the same signature, so won't be apperent on diagrams only through property dialogs in the model).
