OARIS — Name clash between operation and type for transmission_frequency_state

There is an operation in the CMS interface for use case Manage Frequency Usage named transmission_frequency_state and a type within the Sensor Control domain model named transmission_frequency_state_type.
In the DDS PSM, with the generated mappings, this leads to two types named transmission_frequency_state_type. This is at best confusing and can lead to code compilation difficulties (they are generated into different, but related, namespaces).

Rename manage frequency usage method as a response

Rename method transmission_frequency_state transmission_frequency_state_response to remove the ambiguity.
