OARIS — receive error method from common use case interface not used

    The receive_error method from the common_use_case interface is not used by some of the use case service interfaces, but rather these interfaces redefine such a method themselves. The service interface use cases are:
    Provide_Health_State
    Perform_Missile_Downlink
    Perform_Illumination
    Perform_Missile_Uplink
    Register_Interest
