OARIS — No Upper Bound for Sensor Tracks within a Sensor Track Set

There was modelling rule (from the REG's proposal for OARIS) that relationship multiplicities targeting sequences in the IDL PSM all had upper bounds defined. This was achieved by using a Length Tag. There is no such Tag for the 'element' association role relating sensor_track_set type to sensor_track_type. As a consequence, implementations cannot bound the number of tracks that may be contained in a track set.

Implementation decision to constrain size of track sets

It shall be an implementation decision to constrain the size of track sets. Including such a constraint in the standard may reduce the standard's applicability and doesn't overly reduce interoperability.
