Summary:
There was modelling rule (from the REG's proposal for OARIS) that relationship multiplicities targeting sequences in the IDL PSM all had upper bounds defined. This was achieved by using a Length Tag. There is no such Tag for the 'based on' association role relating sensor_track_type to sensor_plot_type. As a consequence, implementations cannot bound the number of plots that a track may be based on.

It shall be an implementation decision to constrain the number of plots a track can be based on. Including such a constraint in the standard may reduce the standard's applicability and doesn't overly reduce interoperability.
