OARIS — Control Interface Connection use case was redundant

This use case is referenced in the activity diagrams and the compliance levels but is (no longer) present in the PIM services

Remove all references to the Control Interface Connection use case

Delete references to the use case on pages identified by Issue 1 by updating the EA model.
Where used as a condtion for the entry state of an activity diagram, it should be replaced with the Provide Subsystem Services use case (consistent with the Compliance Level 3B diagram for instance).
