    Summary: I have an issue which CORBA Notification specification in the area of
    Properties.

    In CosNotification.idl PropertyError the name of the property in error
    is burried the PropertyRange. This seems to have been done for reuse in
    the PropertyRangeSeq. It is confusing and likely to cause error. I
    suggest we move name up to PropertyErorr and create a NamedPropertyRange
    struct.
