LCC13 — LCC ontologies and reference data should be refactored to use the Commons library

The Commons Ontology Library was recently published, and provides a set of classes and properties, such as identifier, that are more broadly useful than they are as embedded concepts in LCC. The LCC ontologies and reference data should be revised to reuse Commons rather than specifying these concepts and relationships locally.
