    The FTF report states that the IPR mode will be Non-Assert, however the license boilerplate in the specification talks about Royalty Free license terms. The specification should be updated to explicitly refer to a Non-Assert covenant.

    The FTF 2 report will identify that the IPR mode is "non-assert" - this is agreed by all contributors.
