IEFRA_ — Make bullets points consistent

    In 1.2, Clause 10, all bullet points start with "The", except the last one (IM-PEP). They should all be the same.
    Capitalizing "The" looks strange. It may therefore be best to remove "The" from the first bullets instead of adding it to the last one.
