Corrention of IEFRA-3 - broken URLs

Note: IEFRA-2 in FTF 1 was renumbered as IEFRA-3 in FTF 2. The response and revisions remain the same. Issues raise by AB to the FTF 1 report are addressed in as IEFRA-85 proposal.

1: Resolves IEFRA-2 - broken links in glossary. - proposal: Remove the URL links in the glossary - the URLs were provided as information only and will be difficult to maintain over life-time of the specification: as many organizations allow aging URLs to decay, archive the materials and change the URLS, or remove the content and URLs from the web.

2: Broken Fragments: Proposal: Replace the reference from the W3C XML Schema Current Status page and add the reference to the specifications.

3: Broken Links: Proposal: Replace the links in the document.
