FIBOFTF2 — Conformance point for extension may be too open

The wording of the conformance criteria for FIBO extensions seems to allow for importing the FIBO ontology and introducing new axioms that can significantly change (by narrowing) the intended meaning of the imported FIBO elements. Please consider whether the wording could be revised from being merely logically consistent to being a conservative extension of the imported FIBO elements.

In addition to being logically consistent, a conformant FIBO extension must be a conservative extension of each FIBO ontology that it imports.

Currently FIBO has no limits on extensions to its existing ontologies. The intention of this new paragraph is to insure that every conferment FIBO extension is a conservative extension.
