EXPRESS_ — Clarify rule for SupertypeRule:id

    In clause 11.3.4, the last sentence of the definition appears to state a constraint on the inherited attribute id:ScopedId. But it says "cannot" instead of "shall not", and it is not clear whether it applies to SupertypeRule or SubtypeConstraint or both.
