EXPRESS_ — Statements can appear outside StatementBlocks

    In 13.2.5.1, under AssociationEnd: in-block, the Note says that every statement that is not a StatementBlock occurs in a StatementBlock. But the model does not appear to support this. There is no such OCL rule. And, for example, the end class of IFStatement:then-actions is a Statement, not a StatementBlock. So the first sentence of the Note appears to be false and should be struck. (Or the corresponding OCL rule should be written.)
