    In 9.3, SimpleValues
    There is no instance package that defines the simple values True, False and Unknown. We cannot formally constrain BooleanValue to be True or False, since no Instance package defines those values.

    Proposed Resolution:
    Create an instance package in the Instances Package for the built-in LOGICAL constants TRUE, FALSE, UNKNOWN.
