Summary:
It is not very clear (see discussion on TCK https://github.com/dmn-tck/tck/pull/366) if DRGElement can be referenced in the same XML file using an absolute path.
For example,
<requiredDecision
href=”http://www.example.org/Definitions01.xml#prebureauriskDec01”/>is a valid reference even if prebureauriskDec01 is defined in the same file with element the referenced it.
