DDSSEC_ — Construction of HandshakeRequestMessage is unclear

    HandshakeRequestMessage is defined to include two properties, but it is not clear where they should go in the structure: string_properties, or binary_properties?

    Recommend:

    credential → string_property[0]
    permissions → binary_property[0]
