DDSSEC_ — Announcement of the new secure builtin endpoints

    The chapter 7.3.7.1 specifies the EnityIds of the secure builtin endpoints.
    But the way a Participant announce those builtin endpoints are available is not specified, as it is for the DDSI builtin endpoints (see DDSI specification ยง8.5.3.2: availableBuiltinEndpoints attribute).
    This should be specified in this chapter.

    Section 7.4.1.3 (Extension to RTPS Standard DCPSParticipants Builtin Topic) should get additional text to describe how the presence of the new builtin endpoints is encoded within the ParticipantBuiltinTopicData.

    The encoding reuses the existing availableBuiltinEndpoints bitmap which is already used to describe the presence of the discovery builtin endpoints. To describe the presence of the new endpoints we define new bits that encode to the presence of the corresponding endpoint
