Summary:
The example permissions file has subject name as:
<subject_name>/C=US/ST=CA/L=Sunnyvale/O=ACME Inc./OU=CTO Office/CN=DDS Shapes Demo/emailAddress=cto@acme.com</subject_name>
This uses the non-standard notation "/" to separate fields whereas in the X.509 certificates it will be "," this will fore a normalization to compare the subject names.
It would be better to change that format in the XML so it also uses ","
