DDSSEC_ — Document security error conditions and log messages

In order to facilitate more consistent security logging, we can document a set of common error conditions that should be logged by the security implementation. This is a follow-on to DDSSEC_-37.

Duplicate resolution in DDSSEC_-147

This issue duplicates the same resolution entered in http://issues.omg.org/browse/DDSSEC_-147 and thus addresses DDSSEC_-37

This is because http://issues.omg.org/browse/DDSSEC_-165 was created as a clone of a http://issues.omg.org/browse/DDSSEC_-37

The reason is that DDSSEC_-37 does not show up in any of the listings... so this is a workround for that problem.
