    In XSD for the DomainParticipant permissions document, the "Rule" complexType has a sequence of "publish" element with minOccurs="1".
    I don't see any reason to forbid a Rule with no "publish" element (e.g. a Grant with an allow_rule only allowing subscriptions).

    The minOccurs for the sequence of "publish" element should be "0".
