Summary:
Version 2.4 added an explicit definition of Duration_t that specifies that it is represented using NTP notation (seconds / fractions), see 9.3.2.3 Duration_t.
It should be clarified that this representation used not only for the PID_PARTICIPANT_LEASE_DURATION but also to other PIDs (e.g. PID_LIFESPAN) that include Duration_t within the data definition.
This matches what (most) vendors are already doing as seen in the DDS interoperability tests.
