DDS15 — sample lost/rejected should be clarified and extended

when testing for sample lost/rejected between multiple DDS vendors we see different vendors to different things. The specification should be extended with more information when a sample is considered lost and when rejected with also more details how QoS settings would influence this. We see that vendors have extended the SampleLostStatus and SampleRejectedStatus and even have deprecated some of its members, this should be handled in the specification so that the user gets the same behavior when using multiple vendors
