DDS15 — Incorporate common elements from DDS Security to the Builtin Topics

    DDS Security added information to the builtin-topic data.
    Some if this information is generic and not specific to DDS Security. An example of this is DataTags. Even if those are things DDS Security can associate permissions with, the tags themselves are generic and would make sense for any DDS implementation.

    The purpose of this issue is to identify those "generic" additions made by DDS Security and incorporate them to the DDS specification.
