Summary:
DDS defines values of QosPolicyId_t from 0 to 22. Other specs (e.g. XTYPES) define additional values (23 and 24) and vendors potentially also define values.
To avoid confusion and collision DDS should allocate ranges for each of these. For example:
0-499 for DDS
500-999 for Other OMG specs
1000- for vendor extensions.If we go with this proposal we need to file an issue with XTYPES to change the policy ID values to to the reserved range for "other specifications"
