DDS11 — (T#47) Should a topic returned by lookup_topicdescription be deleted

It is unclear if a topic found by lookup_topicdescription (section 2.1.2.2.1.13.) should also be deleted if not used anymore similar to find_topic.
Resolution:
lookup_topicdescription, unlike find_topic, should search only among the locally created topics. Therefore, it should never (at least as far as the user is concerned) create a new topic description. So looking up the topic should not require any extra deletion. (It is of course permitted to delete a topic one has looked up, provided it has no readers or writers, but then it is really deleted and subsequent lookups will fail).
