DDS11 — Confusing description of behavior of Publisher::set_default_datawriter_qos

    The description of the Publisher method set_default_datawriter_qos describes the use in case the qos was not explicitly specified at the create_datawriter operation. However, specifying the qos policy at the create_datawriter is not optional, it should state in case the default is used.
    Resolution:
    The description shall be modified to clarify the use-case of using the defaults.

    Replace "in the case where the QoS policies are not explicitly specified" with "in the case where the QoS policies are defaulted
