DDS11 — (T#62, R#141) Unspecified TOPIC semantics

a) The semantics of the DURABILITY Qos attribute "service_cleanup_delay" in relation to RxO mechanism is not specified.
b) There is no relation between the history and resource-limits of the durability-service and the history and resource-limits of readers and writers.
c) the durability-service still has to be configured by means of the above mentioned parameters: 'service_cleanup_delay', 'history' and 'resource-limits'
Resolution:
Remove service_cleanup_delay from the DURABILITY QoS policy for readers and writers.
Add a new QoS "DURABILITY_SETTINGS" on the Topic whose sole purpose is to configure the durability service. The QoS policy should include the parameters: 'service_cleanup_delay', 'history' and 'resource-limits'.
Revised Text:
Remove the service_cleanup_delay from the DURABILITY QoS for readers and writers
Remove the history QoS and resource-limits QoS policies from the TopicBuiltinTopicData
Add the new DURABILITY_SETTINGS QoS and explain its behavior/meaning.
Add this QoS policy also to the TopicBuiltinTopicData.
Update the PSM accordingly
