    Class Entity has a function assert_liveliness, which is inherited by
    all derived classes. However, this function is relevant in combination
    with the LIVELINESS QoS policy only, and has only defined behavior on
    DomainParticipant and DataWriter

    **PROPOSAL** Remove assert_liveliness from Entity and introduce it
    in DataWriter and Participant
