DDS — Single waitset attached to condition

Ref-27 Single_waitset_attachement_to_condition

Section 2.1.2.1. Why can only one "WaitSet" be associated with a
"Condition". This contradicts figure 2-7 and figure 2-9.

This seems too limiting. When this is combined with the fact that each
entity has a single status condition we end up in a situation where
one thread can wait on an entity changing states.

**PROPOSAL**

Correct section 2.1.2.1 and figure 2-5 to indicate that it is possible
to attach the same condition to multiple waitsets
