    Section 2.1.2.2.1.11 indicates that topics can be made globally
    available. So "creation" can have a global effect.

    It is not clear therefore whether deletion of a Topic also has a
    global effect.

    **PROPOSAL**

    Add to that paragraph in section 2.1.2.2.1.11. "In any case
    delete_topic deletes only the local proxy.
