    The resolution of issue 6833 added USER_DATA QoS to Topic.
    However this name overlaps with the USER_DATA on the DataWriter and DataReader and prevents an application from using both at the same time.

    **PROPOSAL**
    Rename USER_DATA on Topic to be TOPIC_DATA.
    This involves adding a TOPIC_DATA QoS that concerns Topic, DataReader and DataWriter
    Add topic_data as a field in the DCPSTopic, DCPSPublication and DCPSSubscription tables describing the built-in topics in section 2.1.5, page 2-90.
