    Many operations that can return may need the additional ReturnCode_t
    NOT_IMPLEMENTED don't explicitly say so.

    **PROPOSAL**

    In section 2.1.1.1 add ReturnCode_t NOT_IMPLEMENTED to the list of
    codes any functions may return, with the provision that it only
    applies to functions that are pert of some optional compliant point.
