DDS — DDS ISSUE# 39] Combine module names

    Ref-131 Module_name_dcps

    The specification contains two top-level module names 'DCPS' and
    'DLRL' it is desirable to not have so many modules. It will complicate
    the C mapping and and also weaken the "brand"

    We have verified that there are no naming clashes between the two
    modules so they can be combined

    **PROPOSAL**

    In section 2.2.3 replace the module name from 'DCPS' to 'DDS'

    In section 3.2.1.2 replace the module name from 'DLRL to 'DDS'
