DDS — Ref-106 Desc_of_Inconsistent_topic_status::total_count_change

Section 2.1.4.1. The Table that describes the statuses and the meaning
of the attributes has an incorrect description of the
"total_count_change"

Currently it talks about topic names, not counts

**PROPOSAL**

In section 2.1.4.1 replace the text "The type of the last topic
discovered..."

With: "The incremental number of inconsistent topics discovered since
the last time the listener was called or the status was read"
