    The specification does not state clearly whether the TIME_BASED_FILTER
    applies on a per-instance basis or for the whole topic.

    It should probably be per instance but it should be said explicitly.

    **PROPOSAL**

    Add the clarification to section 2.1.3.8. State that the filter
    applier per instence, that is, the reader is requested not to receive
    more than one sample per minimum_separation period for each instance
