Ref-208 Latency_budget_description

Section 2.1.3 has a wrong description of LATENCY BUDGET. It says that
it specifies the acceptable delay from production time until 'it is
received by subscribing application' which might suggest that it
includes the time an application might wait until actually reading the
data.

Rather it should say that it specifies the acceptable delay from
production time until the data is inserted in application-cache and
the application is notified of the fact.

**PROPOSAL**

Update the description. In the table to say that "it specifies the
acceptable delay from production time until the data is inserted in
application-cache and the application is notified of the fact"
