DDS — Inconsistency on what operations may return NOT_ENABLED

Ref-204 Entity_table_get_statuscondition_return_not_enabled

Section 2.1.2.1.1, 1st paragraph under the Entity table: In the list
of methods which cannot return a "NOT_ENABLED", the
"get_statuscondition" method is not mentioned.

This is inconsistent with the text in 2.1.2.1.1.7 where it says that
get_statuscondition may be called even if the entity is not enabled.

**PROPOSAL**

Remove the sentence 2.1.2.1.1, 1st paragraph "All operation except for
... return the value NOT_ENABLED" as this is already described in
2.1.2.1.1.7
