Ref-89 State_dependency_register_type_create_datareader_writer

The specification does not say clearly whether a TopicDescription can
be created if the associated type has not been registered and what
happens if the user tries to do that.

**PROPOSAL**

State explicitly that the operations that create specializations of
TopicDescription, that is, create_topic and create_multitopic and
lookup_topic, Will return PRECONDITION_NOT_MET if type not locally
registered
