    Section 2.1.5. This section introduces a type DCPSKey, this type is
    not specified anywhere.

    This key however is only used for the built-in types so it would be
    better if, to avoid confusion, is named BuiltinTopicKey_t

    **PROPOSAL**

    Rename DCPSKey to be BuiltinTopicKey_t

    Define it in the IDL PSM the same way IntanceHandle_t is defined so
    that each vendor can define it as needed.
