Literal text on page 41:
"A PlanItemControl that is the itemControl of a DiscretionaryItem, MUST NOT contain a RepetitionRule. (This is because the concept of “repetition” depends on the semantics of Sentries (see 5.4.11.3), and DiscretionaryItems are not associated with Sentries.)"
However, discretionaries can also have sentries, hence this is an illogical rule, and it must be removed.

With exception of one paragraph in the specification discretionary items are allow to have a repetition rule. In particular the notation shows an example (figure 6.55 page 61).
Page 41 repetionRule : RepetitionRule[0,1] explanation text read:
A PlanItemControl that is the itemControl of a DiscretionaryItem, MUST NOT contain a RepetitionRule. (This is because the concept of “repetition” depends on the semantics of Sentries (see 5.4.11.3), and DiscretionaryItems are not associated with Sentries.)
Remove that text, as follows:
