CORBA3 — Wrong minor code listed in POAManager::deactivate

    Section 11.3.2.5 states that BAD_INV_ORDER with minor code 6 is raised
    if POAManager::deactivate is called from an invocation on a POA that
    would be affected by the deactivate call.

    This minor code ought to be 3 instead
