CORBA23 — Clarification on IdUniquenessPolicy

Summary: The description of IdUniquenessPolicy in section 11.3.7.3 fails to
mention how this policy interacts with the ServantRetentionPolicy.

My interpretation is that the IdUniquenessPolicy is irrelevant when the
ServantRetentionPolicy is NON_RETAIN. If this is the case it should be
explicitly stated. Alternatively, one specific value might be required
when NON_RETAIN is in effect. (If so, it ought to be MULTIPLE_ID.)

Without some statement clarifying this there could be portability
problems with some orbs allowing either value while others require a
particular value.
