CORBA23 — omg.org prefix not well specified

Summary: The core spec says in section 10.6.7 that:

Unless pragma directives establishing RepositoryIds for all definitions
are present in an IDL definition officially published by the OMG, the
following directive is implicitly present at file scope preceding all
such definitions:
#pragma prefix “omg.org”

What does an IDL compiler need to do to be compliant with this? How
is it supposed to recognize IDL definitions officially published by the
OMG so that it can insert the required implicit pragma?

Incorporate change in 2.4 and close issue
