CORBA23 — DynStruct::get_members needs exception

    Summary: If get_members is called on a DynStruct whose members have not been
    initialized, what should it do? It can"t return any values, because there
    are none.

    I suggest allowing it to raise DynAny::Invalid in this case. If there are
    objections to adding a raises clause, I suggest having it raise BAD_INV_ORDER.
