CORBA23 — What value type does ValueDef"s base_value() return?

    Summary: full_desc: What does a ValueDef"s base_value() operation
    return for a value type that does not inherit from
    any concrete value?

    I see two possible resolutions: (1) make base_value()
    return ValueDef::_nil() in this case, or (2) add a
    pk_ValueBase primitive type to PrimitiveDef and
    return that.
