CORBA23 — Inheritance of value types

    Summary: There is a need for clarification regarding inheritance
    for value types. Must a value type that inherits from
    abstract bases always inherit from a "concrete"
    value? This seems to be enforced by the IDL
    grammar and the introduction of the ValueBase
    primitive type (as a concrete base in case no
    other concrete base is inherited).

    This seems somewhat ambiguous.
