CORBA23 — Interceptors broken

Summary: There seems to be general consensus that the interceptor spec is
unimplementable fantasy material. Given this, it would seem advisable to
remove interceptors from the core.

Also, there is some doubt as to whether P&P rules were followed when
interceptors were added. My understanding is that an RTF cannot add
new features to a spec, yet interceptors definitely seem to fall into
that category.

Given that no RFP was ever issues and that the feature is obviously broken,
I suggest to remove the interceptor section until the outcome of the
Portable Interceptors RFP can be added.
